In IE 7.0, the Tools->Internet Options window opens and closes immediately?

I have IE 7.0 installed on my windows XP computer. I would like to change some options in my IE. But as soon as I click on Tools -%26gt; Internet Options, the options window opens and shuts down immediately and I am unable to modify the Internet Options.

Any ideas on how to solve this problem ?
